Quick Overview
On a global level, we continue to see risks to all three core shipping sectors (container and dry and liquid bulk), with overcapacity and a drop in demand continually threatening to push down rates and impinge on lines' profits. As austerity measures take hold in Europe and the US continues to see high unemployment rates and recover from the downturn sluggishly, shipping levels may slow their growth considerably. Having declined for consecutive years, Taiwanese ports are once again bullish with regards to the future.
The port of Kaohsiung expects that it will break its container-throughput record in 2011, handling 10mn TEUs. BMI is slightly more bearish than this, yet we do see growth throughout the sector. With regards to land-side freight transport, we see a possible boon to Taiwan's rail freight sector as gravel trucks are banned from certain roads. Rail's gain will be road freight's loss however.

.. 2011 Port of Kaohsiung tonnage throughput growth forecast is 1.92% and is expected to average 2.99% per annum to 2015.
.. 2011 airfreight tonnes growth forecast is 4.65% and is expected to average 3.93% per annum to 2015.
.. 2011 rail freight growth forecast is 7.17% and is expected to average 5.84% per annum over our forecast period.
.. 2011 road freight growth forecast is 2.2% and is expected to average 1.94% per annum to 2015. .. 2011 total trade real growth forecast is 8.45% and is expected to average 5.89% over the mid term.
Key Industry Trends Intra-Asian Relations Blossom
In a further strengthening of freight connections between Taiwan and China, it was announced in December that Taiwan's Eva Airways is to buy a 16% stake in Shanghai-based China Cargo Airlines.
BMI notes that the opening of freight links between the two countries will provide growth opportunities for Taiwan's airfreight and maritime sectors.
Continuing Chinese Trade Gains Provide Upside To Taiwanese Ports A shipment of containers filled with agricultural produce has been transported from the Taiwanese port of Taichung directly to the north-eastern Chinese province of Liaoning. BMI notes that trade between the two countries has risen sharply in recent years as a result of the restoration of flights, trade and post in 2008.
Relaxation In Port Ownership Policy Highlights Growing Investment Ties The Taiwanese government is set to permit Chinese investors to participate in build-operate-transfer (BOT) projects at Taiwan's ports. BMI believes that this relaxation in regulations for Chinese companies is another sign of China and Taiwan's growing closeness in the maritime sector, which is opening up infrastructure opportunities for companies from both sides.
Key Risks To Outlook Taiwan's ports sector seems to be banking heavily on the new thaw in relations with China. Should relations sour again, the ports' various expansions could prove to have been unnecessary. BMI believes this is unlikely given how beneficial the renewed links have been for both parties. Nevertheless, should China's growth slow, as BMI forecasts, then Taiwan could find itself over-reliant on its neighbour.
